Place all ingredients in a pot and heat to dissolve sugar. Add ice cubes to cool.
Place thawed turkey in a non-scented, 13-gallon trash bag inside a LARGE pot (we use a 28-quart turkey fryer). Be sure to remove the giblets too.
Pour cooled brine over turkey. Add enough water to cover turkey.
Close bag over turkey and squeeze out excess air. Seal bag with a twist tie. This allows you to add less water in the previous step.
